Needs

Granada Provincial Council (Diputación de Granada), in accordance with the guidelines of the European Cities Charter (Aalborg Charter), has established the Granadina Network of Municipalities Towards Sustainability. This network has a provincial scope and consists of municipalities within the province that are either implementing their Local Agenda 21 or have expressed an interest in integrating sustainable development into their municipal management.

The strategic objective of Agenda 21 is to establish a cooperative and exchange platform that enables the integration of sustainability principles and adherence to good environmental practices across all areas of the province. This aims to achieve a balanced development in the municipal management.

Description of technical assistance

The objective of the technical assistance is to coordinate the health and sanitation group in creating products and tools, exchanging experiences, and developing good practice guides. The goal is to establish public health models that can be shared and implemented by the municipalities of the province of Granada, in accordance with point 1.12 LOCAL SELF-MANAGEMENT AS A NECESSARY CONDITION of the Aalborg Charter.

Results

Since the beginning of our technical assistance, the following activities have been conducted:

Identified the main problems in the management of environmental health and sanitation. Structured the areas of protection and promotion, as well as identified the corresponding set of lines of action for each area.

Established 9 lines of action based on the identified problems, with at least one proposed action for each line to influence the problems detected, giving rise to 24 actions to be carried out.

As a basis for all this work, a summary document outlining the municipal competencies in environmental health and sanitation was generated. This document included classifications of state regulations, Andalusian autonomous region regulations, as well as guidelines from the strategic plan of the Andalusian Health Service.

Once the lines of action and associated actions were established, a total of 5 actions to be developed between 2010 and 2011 were prioritized and presented for approval at the assembly on March 24, 2010.

Conducted the first provincial survey on the state of health protection and promotion in the municipalities of Granada.
