Dipsalut

Dipsalut, an autonomous organization of the Girona Provincial Council (Diputació de Girona), provides assistance and cooperation to municipalities in the Girona area. Its responsibilities encompass all the competencies assigned to them by local and sectorial legislation, primarily focused on health protection, promotion, and prevention.

The functions primarily aim to enhance local capacities in implementing proximity policies and undertaking technical actions. Additionally, they foster synergies among municipalities, working towards improving public health. These efforts complement the actions and competencies of other administrations and concurrent entities in the healthcare field.

Description of the consulting services

The project has focused on designing the entire organizational model, based on a process-oriented approach, for each of the areas within Dipsalut. These areas include promotion, training, protection, and administration. As part of the project, the data model to be supported by the management system has been designed, and the functional and technical requirements for the Dipsalut information system have been identified.

Results

The purpose of this project has been to establish an efficient management model, leveraging process management and extensive use of information technologies, enabling Dipsalut to provide a high level of service with effectiveness and efficiency. This goal has been largely achieved, and currently, the autonomous public health agency of the Girona Provincial Council has a management model which has become a reference point for new initiatives emerging in the field of public health.

The range of programs offered by Dipsalut is included in its service catalog. To ensure the successful implementation of these programs, the management information and quality area of Dipsalut, with a clear cross-functional approach, is responsible for the planning, design, implementation, and maintenance of a significant portion of the solutions. These solutions enable the effective deployment of Dipsalut’s programs and services.

We continue to collaborate with Dipsalut by providing strategic consulting services in organization and process optimization, as well as information technology focused on free software, to meet the needs of the different areas of Dipsalut. This includes areas such as organizational reviews and redesign, process optimization to adapt to changing Agency needs, analysis of new requirements for information management services and economic support programs, new integrations, as well as analysis and implementation of new information systems.
